No, it does not reduce the enemy's attack Power, it reduces your attack power.

If it was -2 Distance against a target it would reduce Range to Reach on an enemy.


This actually grants "Ranged" "fire" & "Area 2" for really cheap, the only issue is that you need to really boost it up in Power for it to work as you get the -2 penalty to attack.
